Commissioning aspect of it is fine, as long as it for private use and pleasure.
As for using it to advertise your own work, now that is in a gray area. But I think TS will be fine on that aspect. I haven't seen anybody getting sued or took down their artwork for using it in their comm sheet.
As for me personally, definitely don't use other people IPs to advertise my work, but then again my main gigs is around original design, oc donut steel area and not fan arts in general.

because TS go and file a strike? it is still "under investigate" though. same like police. you make a report. police go find the said person to "help" in investigate and any "evidence"(for example money) is hold/temporary confiscate by police pending investigate. after investigate done, everything will be release or perma confiscate depending on the result of investigation. in the mean time you just need to bear with no money youtube channel..

He isn't demanding apology for using his artwork, he is demanding an apology for the provocative follow up video & harassment by thequartering supporters .. thequartering inadvertently set his support dogs onto TS by uploading that video instead of settling the issue privately first..
You say that thequartering is a long time youtuber and he knows what he is doing.. But no.. his actions clearly show that he doesn't indeed, know what he is doing..
In the first place, why did he use material for his video without first seeking the original artist for permission?? This is a big no no in the media world.. Some of these youtubers need a good lesson.
Has he learnt from this lesson? It seems the answer is a clear no..
Not saying TS is right either, especially in his negotiation style to settle a dispute, but he does have legit claim to copyright issues on his artwork. Fan art or not.. He is the author and owner of the work and has rights to the distribution & usage of it.
then what he want should not be an apology. but a statement(or tweet or followup video or whatever) from thequartering to his supporter and follower to not harass him anymore on this issue and etc and put this issue to rest. an "apology" from thequartering does the opposite.

Funny thing is that the strike will probably expire before this case has a chance to go to court. But please go ahead and start a pointless lawsuit that will hurt himself more than anything else.
well of course for thequatering perspective, it is no longer bringing out the strike ASAP anymore. if really some people using petty stuff to impose a strike on his channel and demand this and that, and finally no serious action take from his side and he fulfill all the person demand and etc. others will start doing the same.
so, when u take things too far. people will also be taking things far from what it initially started.

Not necessarily. Since TQ does not officially make income from comments or feedback, he makes money from advertising. So more views actually means he makes more money.
Meanwhile, for TS, this is like someone go and spray paint your wall with a big 'fuck you' all over his shoplot.
