I think there is a technical issue where
unless you can pin-point the "children" or victim involved, otherwise in some of the cases it will be hard to prove the victim is below the age 18.

Of course there are some obvious examples like children before development, like 7-8 years old.
But for some teen at the age of 15, for example, it will be hard.
