I think the miui stock launcher only allow double tapping on lockscreen to turn off display, can't do it from the homescreen. But the Poco launcher can if I'm not mistaken.

Ok, try and tap on those numbers at the notification shade. A data usage section should come up, then tap on the cog wheel at the top right.
