Actually when calling, with or without VOLTE, is phone auto switch network? Line? Telco?

As last time i use a device umobile without VoLTE, on april
Umobile 3G only for call, when on 4G, you or got icoming call
It switch to 3G but no internet one
Yes i try set 3G only got signal, but all app cannot load, call can
