If it's a new apt then you will have to wait for the developer to apply for it.
If it's an old apt ... then ... wish you luck ...

Oh dear ... it's a hassle, tedious and time consuming ... I hope that the apt have JMB formed or something, collectively all owner should band together and sort out the strata titles, else ... you will probably face difficulty when trying to sell your prop ...
