Honestly, this is not about quota thingy I would say. 3.92 in matrikulasi is not something very impressive. Medic courses in top local universities are full of students who score 4.0 in STPM.

Anyway, they can always apply for other universities. My younger sister got 3.9+ in STPM but didn't get her preferred courses. She ended up studying in NTU now. Opportunities are everywhere as long as you are excellent enough.

They open to other races too but its chinese language environment means other races doesnt really joining in

Same like uitm - so many other races say it lack quality bla bla why bother joining? If open to others also no one joining like UTAR
