Rules are very clear. Disabled parking is for disabled drivers to park their registered vehicles so that they can go about their business without having to go too far or find it too difficult
.
It's NOT for people carrying OKU's.

The question here is that this car park is private property, so it's up to the building owner to take action. It's not a criminal offence.

An accessibility permit or placard is issued to you and may be used in any vehicle you are employing for transit. This means that you, the permit-holder, may use it as a driver or a passenger. As long as you are a passenger in the car, it does not matter who is actively driving, or who owns the vehicle.

i think its only for oku driver

Where is this from? It sounds more like a permission slip given to an OKU to access (e.g. drive to or through) a particular area. Maybe not to park the car...

if im not wrong only oku driver with oku sticker and card can park. if you fetch oku passenger you cannot park there
