Rules are very clear. Disabled parking is for disabled drivers to park their registered vehicles so that they can go about their business without having to go too far or find it too difficult . It's NOT for people carrying OKU's.
The question here is that this car park is private property, so it's up to the building owner to take action. It's not a criminal offence.
