Vouchers have time limit too I think. But for the RM50 claim, if not used fully after 30 sept will be deducted back from your account and returned to gov. If use only RM10 then RM40 will be deducted after 30th sept. Same as etunai 1. Got people haven't use any of the RM30 etunai and got deducted RM30 after the period

Did you redeem the RM50 ePenjana earlier? If yes then it might be the ePenjana because you won't be able to transfer the amount to the others

Yep. When I got the RM50, I wanted to transfer it out but I can only transfer the amount of money that I reloaded myself earlier. So I guess this is the same case since you mentioned you spent RM47.20 and you have a balance of RM7 and you can only transfer out RM4 and the other RM3 is locked.
