Absolutely.

The issue with government physiotherapy is you wouldn't get a lot of attention due to a high patient:physiotherapist(PT) ratio.

A private PT would be able to tailor & monitor your progress. However, it is more costly.

A proper program should incorporate an active approach to rehabilitation (exercise, strengthening) sometimes, with some passive approach.
Passive modalities such as ultrasound, electrical stimulation, hot/cold pack, dry needling ALONE is ineffective.
