Of course. Honda is not saying that what the guy did is illegal. Honda is threatening legal action against him. If he don't want to back down, likely Honda's lawyers will start defamation proceedings against him then he needs to spend time and his own money to hire lawyers to defend. Most people probably won't want to fight so they will back down.
