Property agent charge 1% buyer fee. Normal?

I have a house viewing in damansara heights this morning by a property agent and surprised that he told me there would be a 1% buyer fee charged by agent if deal.
I thought agent only charged 3% from owner? Is it a scam? Pls advise |
