Malaysia is federalized police force with delegation at state-level and at entitled organisations. On the other hand, America is all about enterprises. Even townships are run as enterprises. Their police forces are separate jurisdictions outright separately owned by "enterprises". That's why they need state-level police force and also national-level police force to step into smaller "enterprise's" jurisdiction.
Enforcement requires funds. I have explained this during the cigarette ban and why it will fail. Number 1 cause is budget.
Budget will determine how many enforcers are available. How often the rounds. How fast the response time. Everything. All starts with budget.
So reducing the funds in a city with high crime rate will be the same as no police at all.
They defund them, and disband them in minneapolis.
But that only means no state police, now replaced by PRIVATE corporations police. These private corp, I think they're much much more violent and if you defund police station, you get more low quality people joining, and the racism will just get worst.

Minneapolis is a city, not a state. Minneapolis is a city in the state of Minnesota.
Minneapolis only going to disband Minneapolis Police Department which is under direct control by City of Minneapolis. There are still Minnesota State Patrol which is state police for Minnesota. But I don't think they have more jurisdiction in Minneapolis.
Same goes with NYPD. NYPD is police force for New York City only. Not even the whole metropolitan area of New York city which includes New Jersey and some other region. New York State Police is different.
