Just bought a new house. There's a floor roof with a room one-level below. What's a good waterproofing method since I'll be converting that floor roof into a balcony?

No tiles. Just flat concrete roof. Already growing mold. So probably need to hack 1-2" deep and re-cement. Since going to hack the floor, I want to do waterproofing right.

I was quoted by a supplier to install a single membrane layer + 2 layers of waterproof sealant for my rooftop..

RM7500 including cleaning and 5 years warranty. About 105sqm area. How's the price?

It's not an empty rooftop, there's the solar heater, water tank, pumps, and all sorts of angle bars to support a tedious piping networks.
