Other way around, since your wife has BSH2019 & 2020 (?) and her bank detail is still active, try check with IC number, like I write above. LULUS, then ok. If new registration is required, your wife need to register again.

If wife registered BSH 2019/2020 already, the husband don't need to register or apply for BPN, vice versa / other way around.
Make sure bank account is still active.
