Arrived. Now it's just no stock I believe. Preferred way of course via Apple's website. Probably you have more payment options there compared to going to a reseller/shop. (exclude installment plans if you want to purchase via Apple)

as per (2), installment plans can only be done from our retailers (Machines, Switch). Here's a link to
Switch's installment plan page. Just choose your preferred card and read the PwP and TnC. Every card, bank and plans are different.

If you mentioned SAFARI only, then I guess the base model's fine but sure, go head to bump up the RAM since you have multiple tabs opened. As for the i5, it has been mentioned many times that it will not show much performance boost because of it's thermal system.
