It's safe to touch. There's no current or anything. The only thing you need to care is your safety and also do not over bend the fibre cable

Both white and black are fiber glass cables. White looks nicer for indoor use but black looks tougher hence more for outdoor. As the name imply they made from glass which carry no electricity, safe to touch. That white box is just a dump connector. Use preferably nails to hang it to prevent it drops again. Be careful when climbing ya.

Ok can. I try see if can use nail. If not I plan to scrape the old double sided tape from the box, and scrape the wall surface abit, before applying the new tape. 🙏🙏 Take care and stay safe!
