Philosophy PhD in CS/EE ?

Should I get a PhD in Computer Science or Electronic Engineering? I'll be working in Academia and I'm from E&E background. I prefer programming than circuitry/signals thing, but I'm afraid if I change from EE to Computer Science, I'll lost my expertise and I'll face a bit problem when applying as a lecturer.
