As an owner, you can requested with a letter to the management office to totally closed the stop cock and then turn ON one full circle. Then put a clamp to lock the access of the stop cock. The tenant has access to water but low pressure and it is dripping off the tap which legally means there is still water.
Of course you can requested to disable access to parking area and access card.
