Sure, all units are different in their own way due to maintenance, renovation etc but from what I know renovation cost never translates 100% into the property's valuation.

I feel both 440K and 640K also not making sense for 1080 sqft size unit. I personally feel it should be ranging 480K-530K depends on high floor or low floor, facing pool or BJ or KL, type of finishing, sun facing direction, number of carpark etc. Of course buyer "FEELING" is the most important especially for buyers who want to buy for own stay.
