Your prejudice for PH is strong. This rear seat belt law was passed in 2009 during BN time. Just that not enforced until now.

Wearing seat belt is to save your life, not please the cops to avoid saman. When accident happens, the front seats won't cushion rear passengers from impact. You'll get head or facial injuries from slamming into the front seats.
