They turn on the catalytic converter when doing emissions test but that end up reducing performance. When they sold the cars to the market they turned it off so that customers won't be mad by the reduced performance.

u guys are right u cant turn on or off the catalytic converter.
basically how VW did it was the ECU can increase or decrease fuel consumption to either decrease or increase emissions via the nitrogen oxide trap.

Nitrogen oxide trap
This system traps nitrogen oxides, reducing toxic emissions. But the engine must regularly use more fuel to allow the trap to work. The car’s computer could save fuel by allowing more pollutants to pass through the exhaust system. Saving fuel is one potential reason that Volkswagen’s software could have been altered to make cars pollute more, according to researchers at the International Council on Clean Transportation.

But malaysia 5 years warranty, by 4th year, car sold already.. Mana ada time to mod

In malaysia where got VW TDI mod ? U can't even get VW with TDI to begin with... The closest to VW with TDI u can get is either Audi A8L or Q7 TDI...
But if u look at other brand... A lot of mods are available out there that beats emission, even new car people gonna mod it to liberate the extra horsepower and torque, like hilux and triton
