yup, that’s the thing. it is meant to be an Islamic federal agency that guides Muslims whom may lack the knowledge/judgement or in your word uneducated pertaining to Islamic affairs.
Alas, the caveat is as per mentioned is the unqualified individuals who may lack the sensitivity on delivering it especially in our multicultural, multi religious country

From the agency perspective, it is their duty to remind all the muslims regarding it but may not consider the possibility of it being misused or misinterpreted whereby the initial intentions are good, after-effects not so much
