Are they still under the prime Consultant? Who takes the bulk of the fees.

The prime engineer was making off with the bulk of the fees, while the sub consultants were fed with chicken feed to do their jobs.
JKR will not be carrying out the designs. They will only be supervising the construction, provided they have enough engineers to do that!
Or else expect very shoddy jobs!

Heck! Even with supervision, road jobs are usually shoddy!

That's for the construction costs?
But I know for a fact, that the prime consultant made a killing. The sub consultants were left with chicken feed.
