Apart of what have been shared with bro Q, you can always do surf-casting at the beach side.

Rod: Surf rod with 14feet(min) 21feet(max)
Reel: Surf reel with 30lb mono or braided...Prefer mono. Suggested reel Tica Dolphin 10,000
Cast out with a sinker(without leader + hooks + bait) then clip your leader line onto the main line. It will swing downwards to the sinker part.
As for Bro Q's method, it's highly recommended. Use a soft plastic like grub also can. Use the smalled weight that you can find. Prepare a running sinker method. Cast out! Let it sink to the bottom, crank in very very slowly. Once you feel a tug, you strike! This is to prevent the grouper from going into their holes. Worry not, it will not get snagged, as the weight used is very small and easily drifted by the current.
