I am one of the retailers affected by this new charging method for Astro bills and we feel that it is an unfair and untrue statement to say that the surcharge is implemented by the payment agency.

We are a chain retailer, and we have Mobility1 and e-pay for Astro bill payment services. We were made aware about a month ago that Astro is reducing the bill payment collection agency commission by almost 50% and Astro wants the retailers to charge consumers RM0.50 to reduce/subsidize the commissions being paid to retailers. Astro forced implemented the surcharge of RM0.50 even when the retailers protested.

Now small retailers like us which have been earning a small fee for helping to provide convenience for Astro customers will need to bear the brunt of complaints from customer for this surcharge because Astro has decided to cut costs in this manner at the expense of their own consumers.

We also can see that this is targeted at some “channels” only and indirectly, we are being penalized for being their long-term partner as a collection point for Astro.

End of the day the blame will always go directly to the retailers from Astro customers. I think it is unfair to just have one party announcing this surcharge and that all payment channels and retailers should be given an avenue to defend themselves.

We DO NOT want to charge the service fee and burden the consumers. But we have no choice as our earning’s are being affected by the decision to reduce commission by 50%.

We have written in a formal protest to the payment channels and they have reverted by saying we have to accept the new rates or be terminated by Astro.

So the payment channels just have to accept the low commission and force retailers to charge RM0.50 to consumers.
