Double charge by merchant

Went to this merchant in PJ for lunch, pay by debit card. Ask me enter pin and i saw the word approved. But thats error with the machine which is ran out of paper, then the cashier ask me to key in my PIN again, without hesitating i go and do so. After that i ask why u charge me twice as this is the second time i key in the PIN and second time i saw the word approved. So i checked my m2u transaction history, i saw im being charged twice! Show him then he try to find the transaction in his POS, whereby it only states once. He told me right now the extra charges is held by third party and will refund to me after 12am. Till now is already 10am plus, still not yet refund to me. Do i need to contact the bank?
