I found a lot of forumer don't go through the pinned thread and straight start a topic and then being closed by mod.
What about those pinned thread Topic Title & Topic Description being bold? Or just Topic Title.
Why? Because for bold text, people will always look into 1st.
Unless people are still lazy to read, then I am speechless

First of all, pinned thread is already there at the top of all threads. There's no need for making it bold. If you really want it to be catchy for other forummers to read it, make it blinking text or big or pop-ups which annoys people or even putting some distractive pictures like my avatar.

But new forumer don't even know what is pinned thread. They will confuse why there is two part in a sub-section. One part on-top and the other part at the below. Blinking text really irritating, for me if too irritating, I will just ignore it. Thx for your opinion.. Let's give more suggestion..

Agreed, pinned threads are already obvious enough the way they are If people choose to ignore them, there's no point in making them more obvious cause they won't read them anyway
The rules and regulations are an even bigger problem compared to pinned threads Imagine people missing a huge box on the top of the page, and with bold and colored words too
