QUOTE KOTA BHARU: The Ministry of Communications and Multimedia (K-KOMM) has issued a stern warning to all operators of television stations not to display any scenes that touch on religious and other sensitivities in the country. Communications and Multimedia Minister Tan Sri Annuar Musa said the ministry would not hesitate to take action if there were television stations that violated the guidelines set. "Under the current regulation, the government gives the authority to censor drama content to the television station itself. "If we find that the television station does not follow certain guidelines, especially touching on issues related to religion, culture, customs and so on, then I will review the facility (censorship authority), and we may revoke it," he told reporters after presenting donations to Form Six students in the Ketereh parliamentary constituency in conjunction with the “Back To School” programme here Sunday (March 20). He was asked to comment on a video uploaded by a local actor on his Instagram account, which featured hot scenes believed to be from a drama that had yet to be aired. Annuar said the facilities provided on a trust basis by the government under the Communications and Multimedia Commission (MCMC) should not be taken lightly by television stations. "For me, scenes that are not in line with the culture of the Malays and Muslims, and that offend the Malays and Muslims should not even reach a stage where the ministry needs to step in and reprimand, because we need to understand for ourselves, the boundaries of scenes that are inappropriate," he said. Annuar also said he had asked the parties involved in a drama to provide a written explanation, and if not deemed satisfactory, the drama would not be allowed to be aired. After a video clip of the scenes went viral, Minister in the Prime Minister's Department (Religious Affairs) Datuk Idris Ahmad through his Facebook page had also said that he would be contacting the parties involved to resolve the matter. These included: • That TM is not entitled to be paid the amount of RM91,714,254.47 or any amounts claimed by TM under the service agreement; • That the amount of RM38 million paid by MYTV to TM under the consultancy agreement be accounted for and deemed as payment under the service agreement; • That TM is not entitled to charge MYTV for any preparatory costs incurred by TM for or in relation to 16 unused DTT sites under the service agreement. MYTV is an infrastructure and network service provider controlled by tycoon Tan Sri Syed Mokhtar Albukhary. In 2016, TM signed a 15-year contract worth RM916.1 million to provide the services to MYTV. The service agreement enables TM to take part in the transformation of the broadcasting industry in Malaysia, with the aim of creating a dynamic broadcasting sector that offers more choices in entertainment, interactive TV as well as high-quality informative programmes, and also gives TM the opportunity to be part of MYTV's growth. It was reported that MYTV owed TM over RM60 million for services rendered, which had resulted in the former's services being suspended in several states. Commenting further, Azmi said that previously the cost of broadcasting free television was quite expensive with rates according to Standard Definition (SD) and High Definition (HD) formats. "Imagine in 2017, MCMC once proposed that the annual charge for one SD channel is RM7.2 million and for HD quality it will be charged at RM11.4 million from 2018," he said. However, the initial recommendation was rejected and the agency standardized SD and HD charges to one type only with a final payment of RM6.1 million starting in 2018. Thus, he predicted that many operators would open terrestrial television stations in the country following the reduction in annual channel charges set by the MCMC. Based on the agency's statistics, there are more than 50 companies that have a Content Application Service Provider (CASP) license, but most of them are not yet operational. They said he may not have enough stable initial working capital considering that the annual operation of one channel usually reaches RM300 million. In this regard, Azmi explained, MCMC's initiative is expected to attract CASP holders to start launching free television channels and boost the country's creative industry. "Look at the example of our neighboring countries when analogue broadcasting is closed and switched to digital terrestrial television (DTT), dozens of new channels exist with lively competition," he said. Currently, there are 16 terrestrial channels offered to a total of 6.2 million households using MYTV's free digital service since it was officially launched in 2017.
