Only humans need substance. Fallen species. Many other speicies don't abuse drugs. Anyways, my empire's treasury is filled from the taxes i levied on every planet in the galaxy. How the planets get the money to pay taxes is not my concern. We were formerly the Republic. A very respectable governing authority. The only difference witb my empire today, is we have a permanent leader who is more than competent.
