Foodpanda say will refund, but nothing

Is this consider fraud crime? live chat twice say the same thing will refund wait x working days. I WAITED A WEEK ALREADY WTF
so What I can do to get my money back?!?!
>order food >paid wif online banking >50min cancelled >Ask support >"will refund in x working days" >waited 1week, nothing >Contact live chat >Same "will refund in x working days" I said I was told the same thing 1 week ago? What is this fraud? >what do?
