Government job is to develop the right infrastructure, policy, frameworks for businesses to thrive, improve talent pool, education, attract foreign investment / talent to build sizeable resource and talent to support business growth etc.

It is up to the free market to generate jobs.
When businesses thrive, more jobs will be created
