 Developer forfeiting deposit, legal? how much?

is there any rules saying that the forfeiting or charging admin fees if you happen to cancel your booking?
I was recently charge RM500 by a well know developer in Kajang aka M*H although it was written B&W on the receipt but is charging rm500 for admin fees if you cancel legal?

i also think that it was normal until i went to a new project by Hong Leong who claim that consumer shouldn't be charge even if they cancel
