there are different types of government housing.

PPA1M is for penjawat awam or civil servants.

I wouldn't worry about whether PPA1M residents are educated, well behaved or come from good background. I'm sure there will be majority good people staying in PPA1M. Just as there are some bad eggs in the rest of DPC and anywhere else.

Don't confuse PPA1M with PPR (housing project for very low income earner).
