not sure ...caused when i downloaed eps file from freepik, the object seems like being trace using image trace, so my conclusion is either it using photoshop, or oil painting by hand and scanned to Ai

couldnt find any tutorial on youtube on how to do oil painting on AI, only got watercolor with additional brush and touch up photo to look like oil painting

This is vector art, the best software to do this is Adobe or alternative - inkscape.

The oily look u as mentioned is because of the color used correctly on shadow & highlights part.

Learn and understand the lighting of the object 1st then choose suitable color.

If Ur objective is learn n draw oil paint or oily look effect, Photoshop r easier as it got more brush n effect to play around.

This is print design patern flower tropical. It's been draw by hand and then they do imga trace at AI. If you see overall is copy paste each patern. You can draw at ai or ps. But to make the flower pattern look lively it's good draw by hand and then bring to AI to arrange the composition..

Here some tutorial can help you understand the work progress..

Adobe Illustrator will do the trick. If you have an Ipad or tablet, you can use Adobe Draw on the app which will help you to complete these ideas quickly.

If you are looking for open source options, Krita is a pretty good app if you don't mind the minor UI bugs. The bugs are just minor inconviences and it doesn't affect the work piece so I don't find any issues when creating artwork.

the oily look is created by the custom brush (photoshop)
search them up on google

color maybe just refer to color palette
you can try this https://coolors.co/

or you can search for apps which came with this kinda brush (procreate/canva etc blah)
