Whether the bill is from management body or syabas, the charge is based on monthly usage... so each unit has its own water meter.It is mostly technical issues that syabas don't take over the monthly readings... for example, diameter of pipes or type of pipes or height of installing the meters not complying with syabas regulations. Developer failed to rectify the issues, but still able to get c.f. from town council.
After owners taken keys to the units, and under management bodies... nobody want to bear the costs in rectifying the issues.
Anyway, unit owners don't really want to resolve the matter since it is to their advantage... no bill from syabas, no bill from indah water too.
Management body pays bulk billing to both syabas and indah water. Unit owners pay only one bill to management body and in most cases, it is cheaper than paying separately to syabas and indah water.
