Alternatively can always combine the whole peninsular state as one Malayan superstate. That way the development budget goes three-way, no?

Didn't see much development in Perlis or Labuan.

Size is often just a convenient excuse for imbalanced development.

I don't know though.

As far a Perlis goes, a small state with international border crossing... It does seems to be under-developed, considering the potential it has.
