Just to share my experience.
I place my customize Y540 order on 26 Jun 2019, the package was sent out on 30 Jun 2019 and received it by 06 Jul 2019.
Consider quite decent delivery time. Of course experience similar missing import licenses issue. but got it resolve asap

Send an email to mycs@lenovo.com and tell them when you track your laptop, there stated import license is missing. Then you provide them your ordered number. They will settle for you. No clearance fee need to be paid.
