Yeah this happened to me as well, I just switched over to the new ShopeePay app and it worked fine.I tried reinstalling the Shopee app, it worked for 1 scan then stopped working dy.
But yesterday and whatnot it seems to be working fine with old app, but just gonna stick with the new app for now.

This happens sometimes if you have multiple bills (at least that's what I faced). So you can try to pay them separately or just try again another day.
