 TNB & Water Bulk Meter Deposit, Who should paid ?

The main meter deposit of the building / condo normally around 5-6 figures amount, who should bear if according to SPA/Strata/Building act ?

Some developer also charged the JMB/owner instead during/later in the VP process. Is it not part of their construction cost or item to bear ?

And then there is common area meter deposit some more, all these grey area....

In normal cases, Developer will pay on behalf of the JMB/MC way before Vacant Possession in order to obtain the water supply/electricity supply to the building.
subsequently the developer will get reimbursement from the purchaser either during VP or to JMB at the later stage.

It is not part of the developer obligation to pay the deposit to service provider forever. The deposit need to be reimburse.

for example, when u sell your house, u will terminate ur account with service provided and collect back your deposit while the new buyer will need to open an account and pay for their deposit.

Whatever so call "common property" need to be maintain using maintenance account or sinking fund account.

The money from both account come from the contribution by all the purchasers in respect to their share unit.

In the earlier stage, if the account have no money or insufficient fund, developer/JMB may request the respective purchaser to pay their portion in respect to their share unit.
