TNB & Water Bulk Meter Deposit, Who should paid ?

The main meter deposit of the building / condo normally around 5-6 figures amount, who should bear if according to SPA/Strata/Building act ?
Some developer also charged the JMB/owner instead during/later in the VP process. Is it not part of their construction cost or item to bear ? And then there is common area meter deposit some more, all these grey area.... |
