This is a very negative move, and will fragment education further.....and I can foresee so much potential abuses of this system....
Together with the proposed increased matrik intake, this move shows the education minister has no idea what quality education means....he is just doing damage control by taking turns pleasing both sides of the political divide.....

The full fees places will NOT reduce the upu places.....it's "excess capacity" the uni has.....eg, it has full capacity for 200 students in the medical program, but in recent years, it has been ordered to reduce intake due to oversupply of doctors, to 150....so they have excess capacity of 50 to sell.....

At least the minimum required for medicine is significantly higher than all the private degree mills out there.....
Interesting to see how Singapore will view this group.....exclude from recognition?
