as the title, why not make those who r banned or suspended or whatever is able to post in this sub forum?

They can still post as guests in this section
Not much of a big deal, if they want to find out why they were banned just post as a guest with details on your account

I wonder how many of us know about the new procedure of email to that address instead of trying to post as a guest here, and most probably end up creating another account to get help.
