OEM Partition ?, Is it made by manufacturer or windows 10

Recently, I wanted to buy a new laptop but when I ask the seller whether is the bios settings are stored in hard drive or the chipset itself. He said it is in the hard drive.
That makes me wonder, where does it store it, is it in the oem Partition?
The reason I want to know about this is because if someday I like to switch hard drive on my own( I have experience doing that in the past ), how would I "extract" the oem Partition in the previous hard drive.
However, I have seen posts saying oem Partition is only created after windows10 April 2018 update. So, should I be concerned about oem Partition if I were to switch hard drive and clean install Windows with my own installer?

Since when bios are stored in HDD. BIOS is stored in chipset on Motherboard.
You can export the configuration/create a backup - but the bios itself won't be gone just because you replaced the disk drive.
You can swap HDD/SSD anytime without worrying about the bios backup.

usually for this switching hardisk, u cud use a hardisk cloning software, it will clone whole partition in source hardisk to new hardisk. try google up acronis true image

BIOS is ALWAYS stored on the motherboard chipset, so changing/upgrading HDD will not affect the BIOS, unless you do BIOS reset or upgrade. As for OEM partition, I believe you are referring to those 'hidden' or extra partitions created to store recovery images in case you need to 'factory reset' the laptop. If you are sure you don't need them or you have backed up the partition, feel free to delete it. Otherwise, just leave it there and expand your storage via other means.

BIOS has never been store in HDD since first day of personal computing  It is stored in EEPROM on the motherboard. Unlike before where when we purchased PC or laptop, we are provided with Windows CD and mobo drivers CD, nowadays the installation CD is stored on HDD in image form partitioned separately. Therefore when your Windows gets corrupted, you will be asked if you want to format and reinstall the Windows. The PC will automatically reinstall the Windows itself from this partition (unless the HDD itself failed). Therefore it is advisable to create another partition to store all your documents. Re-installation will format only C:\ drive.

The mobo hols a cell battery for a reason - to ensure that the BIOS settings on the mobo chipset doesn't get erased after the PC is powered off...
BIOS settings are never stored in the HDD. If the seller can give you such answer, never look for him again for tech support
