As far as i know, if your bank under KWSP panels (CIMB, Bank Islam, RHB and one more cant remember), then you can apply thru online e-Pengeluaran.. If not, then you need to go to KWSP for withdrawal.. I have applied through e-pengeluaran,

But since nowadays under the MCO, KWSP has suspended withdrawal for Purchasing House thru Appointment.. However, there is last option which is by POST all the Documents to the KWSP which they still can process during the MCO..
But I'm not sure how long they will take and how to know the status since we dont know who the person in charge..
