For RM 15 but the key didnt work. Does that mean the key is fake?

You need to take a look at the keys , some of them are VAK - volume keys

Volume keys are a violation of Microsoft's Term of Use. Despite being legit keys, they get banned for violating the ToS. Even if the seller gives you another key, there's no guarantee that it'll not get banned

Most of shopee seller are selling either VAK or MAK keys, ask for refund or change product key, I bet the license was banned and seller didn't notice.

Actually the key still not banned. Yes its true that the key can't activate online in certain situation. The key may reached to maximum activation limit. The seller has forgot to remove the old machine ID out from his account. Actually we still can activate the key by calling Microsoft toll free system. Just use skype to call +44 8000188354. Its quite easy to activate by phone actually, just make sure you have open the installation ID screen. It is fully toll system operated, even the activation process are all fully system operated.

What is VAK/MAK keys?

And what are they mainly for?

VAK = Volume Activation Key
MAK = Multiple Activation Key

A MAK requires a computer to connect and authenticate itself only one time to activate the software or operating system. VAK is otherwise.

RM5 only, Just use skype to call +44 8000188354 toll free, No skype credit required, its totally free to call. The phone activation is very very very x9999 super easy. Just nobody dare to call only. I also same like many people out there don't speak english. So don't worry, its 100% fully system toll running system. You do not required to speak with the angmo. It just system talking only, so you just need to select "phone activation", then will jump out a installation ID screen. Just be patience to listen the system talking, after you insert all your installation ID, the system will ask you "on how many computer that you install that key", you just press "1" only for 1 pc. So the system will proceed to verify then generate activation code for you. So you just need to listen the system speak out the activation code block by block. Super easy only.
