Yeah, need to get local council approval and it's very difficult to get even for an-ex military high rank officer (my ex-neighbor), coz the renovation is quite a big deal and it affects the other surrounding tenants a lot: noise, vibrations, blockage of sunlight/view, occupying the road and many more. Btw it could be way troublesome if there are complaints/objections from other house owners.best if you check with your local council first
Needless to say need to spend extra to "expedite" the approval process.
That was roughly 5 to 6 years ago though.
