My house also have this septic tank. House build at mid 80s if I'm not mistaken.

if you cannot flush,, means the whole system blocked... to repair will cost you thousands. the job? open up the tank, clean it up, and find the blockage... so prepare house to smell of shit for few days as IWK will use high pressure jets to dislodge, which means splatter your shit everywhere.

Nope, even some new house still got individual tank. Depends on the developer. Some small developer because the units too little they didn't do the linkage to waste treatment.

Is the a sewerage treatment plan near you place. Also normally if only 1 pot hole in your house compound then is centralise. If 2 pot hole then is individual tank because one is sludge and the other is "filtered". By the way I have sheen the filter is normally just a lot of small stones in a pit between the tank.

How much u pay a month? RM8/month is connected services means u not using septic tank. Septic tank user i think only RM2/month.
