You're correct about the exclusion clause.

I'm waiting until the 18th before I do the Lazada topup. That's when the validity ends on that line and the topup will extend it by another 10 days.

i test just now. can reload using the voucher with no issue.

If not mistaken so far only last month impacted, hope this month onwards can continue use to top up

Digi postpaid cannot be paid with prepaid top up. Your best bet is probably to earn cash back from credit cards.
