That video is on Dec 6, 2017.
34 FPS minimum on Ultra before recent patch that improves performance

All these before recent patch.
Those charts can only show relative performance, but might not reliably predict your combination.
Eg for average in Ultra 1080p
A. 8700k with 1080Ti will get you 110fps
B. 8700k with RX570 will get you 46fps
C. 1300x with 1080Ti will get you 81 fps
From A and B, estimating RX570 is approx 0.418 of 1080Ti performance
From A and C, estimating 1300x is approx 0.736 of 8700k performance
Assuming RAM and Motherboard etc factors are the same (usually not), then estimating 1300x with RX570 will have average FPS
=0.418 x 0.736 x 110 = 33.8fps (or 34 like you mentioned)
Due to factors such as TSR programs eg antivirus, realistically we might be seeing 25-40 fps(ultra), not really playable.
Going to low settings, we expected average of 0.736 x 96 = 70fps, which is kinda similar to the 45-75 fps (average around 65?) shown in the clip
We have not seen much of recent benchmarks from people with lower hardware specs, so we cant tell how much improvement in PUBG after the update. Hopefully 10%+ gain of FPS will push medium settings playable at 40-60fps. your mileage may vary.
